I said as a joke years ago that Mania sounds like Phil Hartman, but I'm going to tell you right now that she sounds more like Didi Conn as Raggedy Ann in The Musical Adventures of Raggedy Ann & Andy.

Mania doesn't speak with any accent in particular. She just talks "lazy." Tho, if you must read her voice with an accent, imagine a Brooklyn accent.
